About
OpenGov Enterprise Asset Management (EAM) is a cloud-based operations and infrastructure lifecycle platform for US state and local governments — formerly Cartegraph OMS, acquired by OpenGov in 2022. It enables public works, utilities, parks, and facilities departments to manage tens of millions of infrastructure assets (roads, water/wastewater, parks, fleet, facilities) through integrated work-order scheduling, condition tracking, capital planning, and mobile field tools. Built on Esri ArcGIS for live asset mapping, it sits within the OpenGov Public Service Platform alongside ERP, permitting, and budgeting modules.
How teams use it
By audience
- Owner/Developer
- Government asset owners use EAM to maintain a complete inventory of public infrastructure (roads, water pipes, parks, buildings) with condition history and cost tracking.
- Capital planners use scenario modeling to prioritize infrastructure investment based on asset condition risk and budget constraints.
- Agency directors use performance dashboards to report on maintenance costs, asset health, and compliance for FEMA reimbursement and regulatory audits.
- Facilities Management
- Facilities managers schedule and track preventive maintenance work orders for municipal buildings, recreation centers, and public facilities.
- Staff use the mobile app (online and offline) to capture inspection results, log labor/materials, and update asset records from the field.
- The platform tracks inventory of materials and equipment from warehouse to job site, reducing waste and improving procurement planning.
- Civil Engineering
- Civil engineers map infrastructure assets and conditions in Esri ArcGIS live map layers directly within EAM for planning and field response.
- Engineers track pavement condition index (PCI), pipe Overall Condition Index (OCI), and other deterioration metrics to guide rehabilitation decisions.
- Integration with pipeline inspection tools (ITpipes, SewerAI) pushes inspection findings directly into EAM work orders and asset records.
By phase
- Closeout & Operations
- Operations teams run day-to-day work order management — creating, assigning, scheduling, and closing maintenance tasks across all asset classes.
- Long-term asset lifecycle tracking and capital improvement planning from commissioning through decommissioning.
- Compliance record-keeping for regulatory reporting, FEMA documentation, and audit trail requirements.
